We would like to extend our appreciation to all the property owners of Simtokha & Babesa E4 Areas for their active participation in the process of preparation of Local Area Plan of the same areas. Keeping in line with the power granted under the Local Governance Act-2009, the Thimphu Tshogde has endorsed the draft Local Area Plans and as a part of process, it needs to be validated by the National Land Commission Secretariat which might take some time.

Hence, we would like to notify that moratorium for the following activities, for the Simtokha & Babesa E4 areas, is being imposed for the period of one year from the date of publication of this notice.

1. Construction of any types including site development.
2. Sub-division of land.
3. Transfer of plot to a transferee who does not acknowledge, in writing, that the land is subject to a proposed land pooling scheme and that the land may be reconfigured and reduced in size under that scheme.
