Thimphu City, the capital city of Bhutan, is experiencing increased levels of traffic and congestion due to wider car ownership and usage. In line with the Royal Government of Bhutan’s objectives, described in the Thimphu Structure Plan published in 2004 and in subsequent studies, to improve the urban environment of Thimphu City, Thimphu Thromde (“TT”), the municipal administration for the City of Thimphu, wishes to procure the construction, operation and maintenance of two (2) new multi-level car parks and the upgrading and management of off-street surface and on-street surface parking in the central area of Thimphu City through a Public-Private Partnership (“PPP”) concession model using private finance (the “Project”).
The anticipated term of the PPP concession is 17 years (including a two year construction phase).
